Crisis Management Centre

As of 1 July 2025, the Crisis Management Center has taken over the functions of the Secretariat of the Crisis Management Council. Its mission is to prepare the documents required for decision-making, as well as to coordinate the work of institutions involved in civil crisis management and crisis communication.

The Crisis Management Center works closely with ministries and municipalities, helping institutions improve their crisis management processes and strengthen interinstitutional cooperation capabilities.

A significant innovation in Latvia's civil crisis management system will be the establishment of a Situation Centre (SITCEN). In cooperation with the country's emergency services, its aim will be to provide 24/7 monitoring of the situation and information gathering, enabling the identification and objective assessment of potential threats and allowing Latvia to prepare for crisis situations as proactively as possible.

2021

  • The State Audit Office emphasizes that crisis management in Latvia should involve a stronger role for the centre of government.

2023

  • The Public Administration Modernisation Plan includes the need to improve civil crisis management.

2024

  • The Ministry of the Interior defines the solution for establishing the Crisis Management Center.

2024

  • The Government decides to establish the Crisis Management Center under the direct authority of the Prime Minister, as part of the State Chancellery, and allocates the necessary resources.

2025

  • The Cabinet of Ministers approves amendments to the National Security Law, the Law on Emergency Situation and State of Exception, the Law on the Structure of the Cabinet of Ministers, and the State Civil Service Law. These amendments provide for the reorganization of the crisis management system, stipulating that responsibility for civil crisis management and the coordination of interinstitutional cooperation will lie on the Crisis Management Center.

2025

  • The Parliament (Saeima) adopts the amendments to these laws in their final reading.

2025

  • On 1 July, the Crisis Management Center begins operations.
