Open government is based on three core values:
- transparency,
- accountability,
- public participation.
Open government action plans help bring these values into practice.
The State Chancellery serves as the national contact point for the Open Government Partnership and is responsible for developing national open government action plans, as well as coordinating and monitoring their implementation.
The Open Government Partnership (OGP) is an international initiative aimed at promoting transparency, accountability, integrity, and public participation. Latvia has been participating in the OGP since 2011. Since 2016, the functions of Latvia’s national contact point have been carried out by the State Chancellery.
Sixth National Open Government Plan for 2026–2027
The aim of the plan is to promote transparency in the work of public institutions and public participation in decision-making and democratic processes, while strengthening the unifying importance of openness and trust within the state and society.
The action plan includes four commitments, or areas of action:
- To strengthen the principles and values of open government by promoting trust in public institutions, as well as open and democratic governance.
- To increase budget transparency and improve public access to budget information, fostering understanding and trust in the use of public funds.
- To improve communication between public institutions and residents, and to develop more active communication on issues important to society.
- To ensure broader public involvement in decision-making and strengthen civic participation in democratic processes, including by developing civic skills among children and young people.
Fifth National Open Government Partnership Action Plan of Latvia for 2022 - 2025
The 2022-2025 Action Plan includes six commitments:
- Strengthening public participation framework and raising awareness of effective participatory processes
- Promoting opportunities for public participation, including the involvement of youth and NGOs
- Strengthening the representation of society and dialogue with society in decision-making processes in every sector
- Understandable and clear communication between the State and public, explaining the decisions and complex issues by highlighting the benefits
- Promotion of data accessibility and clarity, increasing the opportunities for use of data by the public and promoting data-based solutions
- Promotion of openness and public involvement and participation in local governments
