A Standard for implementing Integrity Pacts has been developed in Latvia to support public sector institutions in ensuring more transparent, ethical, and publicly trustworthy implementation of public procurement and investment projects.
The developed Standard for implementing Integrity Pacts is designed as a practical guide that:
- explains when and how to use Integrity Pacts,
- defines the responsibilities of the parties involved,
- provides a methodology for all stages of the project,
- includes contract templates and cost calculations,
- offers guidance on communication and public engagement.
An Integrity Pact is an internationally recognised anti-corruption instrument. It is a cooperation model between the contracting authority, the supplier, and an independent monitor, whereby all parties commit to adhering to the highest standards of transparency and ethics throughout the entire project cycle.
The Standard places particular emphasis on the involvement of independent experts and open communication with the public. It helps not only to prevent risks but also to identify issues in a timely manner and improve the overall quality of projects.
The Standard has been developed within the framework of the State Chancellery’s Administrative Capacity Roadmap 2021–2027. The study was carried out by a team of experts from LLC “SAFEGE Baltija”, Public Policy Center PROVIDUS and Transparency International Latvia (Delna).
