Strengthening Latvia’s security requires both investment in defence and economic growth,the expansion of domestic production and close cooperation with allies. This was emphasized by Prime Minister Andris Kulbergs in his closing address at the international security and foreign policy forum “The Rīga Conference 2026” on 11 September.
“Only with a strong economy can we ensure strong defence,” said the Prime Minister.
The Prime Minister pointed out that Latvia allocates 5% of its gross domestic product to defence and a total of 6.4% to security and defence. At the same time, long-term security cannot rely on borrowing – the economy’s capacity to generate the resources required for defence must be strengthened. The Prime Minister thanked NATO allies for their military presence in Latvia and their collective contribution to deterrence and security.
A. Kulbergs emphasised that, in the next European Union (EU) multiannual budget, Latvia requires EUR 7 billion over seven years to strengthen the EU’s Eastern Flank. Russia’s war against Ukraine places an additional burden on the economies of the Eastern Flank countries; therefore, alongside border defence, business activity and economic development in the border area must be promoted.
Together with other countries in the region, Latvia is advocating for greater EU support for this objective. The Prime Minister also underscored that investment in defence must make a greater contribution to Latvia’s economy by developing the domestic defence industry, including drone technologies. Cooperation with Ukraine and the adoption of solutions proven in combat offer opportunities to strengthen counter-drone capabilities and develop joint production. Domestic production and secure supplies are essential to Latvia’s ability to defend itself and respond in crisis situations.
