On Thursday, 11 February, the Cabinet of Ministers approved amendments to Cabinet Order No. 655 “Regarding Declaration of the Emergency Situation”, stipulating that persons crossing Latvia in transit will have to cross the country within 12 hours after filling in the covidpass.lv form.

Due to the current epidemiological situation in the country and the spread of the new type of Covid-19, during the state of emergency it is important to reduce the length of stay of persons crossing the border for the purpose of transiting through the territory of Latvia.

As of 15 February, persons transiting through the territory of the Republic of Latvia are obliged to cross the country within 12 hours from the submission of the arrival confirmation form on the covidpass.lv website of the arrival monitoring system. There are certain exceptions:

  • employees of transport service providers and crew members of cargo or technical transport who must transit through the territory of the Republic of Latvia within 72 hours;
  • passengers of international passenger transport who must transit through the territory of the Republic of Latvia within 48 hours;
  • aircraft passengers who transit through the territory of the Republic of Latvia without leaving the controlled area of the aerodrome and who do not remain there for longer than 24 hours, provided that they can present confirmation of the transit flight;
  • no time limit has been set for ship and aircraft crew members, as well as for seafarers who must get to or from their place of work on board a ship or an aircraft.

When filling in the covidpass.lv form, persons planning to cross Latvia in transit must select the appropriate option at the beginning of the confirmation form.

Note that in all other cases the electronic confirmation form must be filled in within 48 hours before entering the Republic of Latvia and that entering the country is only possible upon presenting a negative PCR test in advance.

Both the home affairs services and additional departments have been working under increased workload for a long time, fulfilling additional responsibilities in order to monitor compliance with epidemiological safety rules. We call on the public to be tolerant and understanding!
