We, the Prime Ministers of the Republic of Lithuania, the Republic of Latvia, and the Republic of Poland,

Recognizing the increasing complexity of our security environment and the ongoing hybrid attacks by Russia and Belarus against our countries and the European Union, including through the respective segments of the external border of the EU, and determined to strengthen cooperation in the area of the EU external border security, to continue protecting it, and to enhance our regional capacity to anticipate, prevent, and respond to hybrid threats,

Hereby declare the following:

1. Commitment to Cooperation

The Participants commit to intensifying cooperation to ensure border security and effectively prevent and combat irregular and instrumentalized migration, smuggling of migrants and goods, and other forms of organized crime, as well as to resist the instrumentalization of migration and other hybrid threats at the external borders of the European Union, including land, sea, and airspace. This cooperation will be developed within the existing legal framework of bilateral co-operation and within the European Union.

2. Coordination Mechanisms

To ensure timely and effective coordination, the Participants agree to:

Strengthen trilateral contacts at the level of Prime Ministers’ national security advisers;

Develop dedicated liaison and coordination channels to facilitate information sharing, including early warning mechanisms.

3. Preparedness, Joint Action and Respons

Recognizing that shared challenges may require coordinated and collective action, the Participants declare their intention to:

Share information and analysis on the hybrid attacks by Russia and Belarus against our countries, as well as measures undertaken to address them;

Identify and execute joint projects, exercises, or initiatives that enhance their individual and collective readiness and resilience;

Cooperate on  identifying those responsible for hybrid actions, their techniques, tactics, procedures and objectives and coordinating an effective response;

Consult on other mutually agreed actions, as deemed necessary by the Participants, including on the possible measures in area of the management of external border crossing points.

4. Implementation and Oversight

The Participants will task their relevant institutions and designated contact points to:

Oversee implementation of this Declaration;

Develop action plans or roadmaps, as appropriate;

Review progress on a regular basis and recommend adjustments.
