On 9 April 2024, the Cabinet decided on support for the signing of an Agreement between the Republic of Latvia and Ukraine on Long-Term Support and Security Commitments (the Agreement).

The Agreement will reaffirm Latvia’s strong and unwavering support for the security of Ukraine. It envisages comprehensive military and non-military assistance of Latvia to Ukraine in its fight against the aggressor, as well as Latvia’s support towards the membership of Ukraine in the European Union and NATO.

The Agreement enshrines Latvia’s commitment to provide Ukraine with military support to the amount of 0.25% of GDP by 2026, thus continuing in a targeted manner the military assistance we have been providing from the first day of the war in 2022. The Agreement sets out specific areas of military support, including activities in the Latvian-led Coalition of Drones, the supply of military equipment and weapons, and training of military personnel.

One of the key elements of the Agreement is the establishment of a consultation mechanism in the event of a repeated armed attack by Russia on Ukraine in the future.

Latvia’s non-military support includes development cooperation, support for the reconstruction of the Chernihiv region, cooperation in the field of digital, energy and cyber security, as well as prevention of hybrid threats. The Agreement also provides for close cooperation in international organisations.

The Agreement will be valid for ten years and it will soon be signed by the Presidents of both countries.

The Agreement between the Republic of Latvia and Ukraine on Long-Term Support and Security Commitments has been drawn up at the Ministry of Foreign Affairs in cooperation with the line ministries, the Ministry of Foreign Affairs of Ukraine and the Presidential Office of Ukraine, thereby implementing the long-term commitments of Latvia under the Joint Declaration of Support for Ukraine signed on 12 July 2023 by the Group of Seven (G7) and partner countries.
