The Financial Sector Development Council, supported by Prime Minister Māris Kučinskis, has today (11 September) approved an action plan to strengthen Latvia’s anti-money laundering capabilities, and its ability to combat the financing of terrorism and weapons proliferation.

Latvia has made an application for annulment of an arbitral award rendered on 22 December 2017 by an arbitral tribunal constituted under the auspices of the International Centre for Settlement of Investment Disputes (“ICSID”) in the case of UAB “E energija” (Lithuania) v. Republic of Latvia. The arbitration related to UAB “E energija” claims against the Republic of Latvia made under the Agreement between the Government of the Republic of Lithuania and the Government of the Republic of Latvia on the Promotion and Protection of Investments dated 7 February 1996 (the “Lithuania-Latvia BIT”).

An information system has been created as a single source of information on foster families, specialized foster families and children in foster care. This will enable a faster placement of children with families, because, thus far, there hasn’t been a single information system for the said objective that would meet the requirements of the Law on State Information Systems. The current practice envisaged a circulation of information between the family courts and the State Inspectorate for Protection of Children’s Rights (SIPCR) in order to find a suitable foster family for a child in foster care.


On Tuesday 4 September, the draft regulation “By-law of the Corruption Prevention and Combating Bureau” developed by the Corruption Prevention and Combating Bureau (the ‘Bureau’) was approved at the sitting of the Cabinet of Ministers.

This week, the Council of Europe’s Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (Moneyval) will publish their report on the fifth round of the evaluation of the Latvian Anti-Money Laundering and Terrorist Financing (AML/CTF) system. The evaluation was carried out by experts from Moneyval in accordance with international Financial Action Task Force on Money Laundering (FATF) standards during their visit of October 30 to November 8, 2017 and is an independent audit that will help Latvia meet the latest global AML/CTF standards. For the first time, the committee assessed both the technical compliance and operational efficiency of Latvia’s system.

On Tuesday, August 21, the governments of both countries met in Riga in order to discuss issues of importance for Latvia and Estonia. This meeting was held in commemoration of the centenary of the founding of both countries and was aimed at strengthening the close friendship between the two similar-minded countries and promoting constructive cooperation on mutually important issues.

On Wednesday, August 15, Prime Minister Māris Kučinskis met in Riga with Prime Minister of Poland Mateusz Morawiecki. During the meeting, both parties discussed cooperation between Latvia and Poland by paying special attention to matters related to security.

On Tuesday, 21 August, Latvian and Estonian governments will meet at the National Library of Latvia in Riga to discuss issues of common interest for both neighbouring countries. The first joint meeting of both governments in Riga will mark the 100 years since establishment of Latvian and Estonian states.
