Implementation of a policy

In order to know whether activities performed during implementation of a policy correspond to the planned ones – both in terms of selection criteria and the planned goal – and whether they solve the problem for the elimination of which the particular policy was developed, regular assessment of policy planning documents is needed that takes into account also the public opinion on the actual impact of the policy to be implemented on the quality of living conditions.

Opportunities for NGOs in this stage:

  1. Actively follow and participate in the assessment of policy programmes, take part in working groups, studying particular subjects within the framework of projects, etc.
  2. Express their opinion on the problem by sending letters and statements to officials of the responsible institutions.
  3. Facilitate discussions about the issue with the help of mass media.

Main forms of political involvement in today’s society are:

  1. Voting in national and local elections;
  2. Voting in referenda;
  3. Agitation and other types of participation in election campaigns;
  4. Active participation in political parties;
  5. Active participation in non-governmental organisations;
  6. Participation in political demonstrations, industrial strikes, strikes devoted to household issues, the aim of which is to change public policy;
  7. Participation in consultative councils, committees of the government;
  8. Participation in consumer unions in the public sector;
  9. Involvement of representatives in implementing social policies;
  10. Different forms of public activities related to household, nature protection and similar issues on a local scale.

Mechanisms of involvement:

  • Letters (to the Prime Minister, Cabinet of Ministers or State Chancellery (Absurdities Prevention Bureau) about the problem, proposals to change legislative acts, etc.);
  • Meetings with officials during visitors’ reception hours;
  • Participation in consultations organised by ministries;
  • Participation in working groups dealing with development of documents;
  • Participation in the meetings of state secretaries, meetings of the Cabinet Committee, sittings of the Cabinet;
  • Provision of opinions on policy documents or draft legal acts.
