Each government has a developed agenda that provides for changes in many policy areas. Every country has only limited budget resources, so not all ideas included in programmes of parties can be implemented. Usually, the agenda includes problematic issues important for the society that must be solved.
According to Section 5 of the Law on Structure of the Cabinet, the Cabinet of Ministers commences fulfilment of its duties after the Saeima (the Parliament) has listened to the Prime Minister’s report on formation of the Cabinet of Ministers, has reviewed the declaration on planned activities of the Cabinet of Ministers, as well as given the government a vote of confidence. The Cabinet of Ministers acts in accordance with the Government Declaration.
On the basis of the Government Declaration the next step is the development of Government’s action plan, as a testimony of its political will. It is a document containing the tasks and results of overall work of the Cabinet of Ministers, and it is developed in order to systematically implement the declaration on activities of the Cabinet of Ministers headed by the Prime Minister, and to establish directions of work of ministries, the Secretariat of Minister for Special Assignments, and other institutions, as well as priority measures for implementing the commitments contained in the Government Declaration.
Government’s action plan provides a link between the Government Declaration, annual action plans of ministries and, in the future, also medium-term working strategies (strategic plans) of institutions.
At the basis of implementation of Government’s action plan is the principle of collegiality, cooperation and openness. During the process of preparing the document the responsible institutions have identified and indicated in the Action Plan those institutions that will be involved in implementation of the activities. Thus, cooperation is ensured with other public institutions and non-governmental organisations.
Government’s action plan is available on the Internet homepage of the Cabinet of Ministers. Thus, the public is provided with constantly updated information on the work of the government, and the declaration on planned operation of the Cabinet of Ministers is implemented.
Opportunities for NGOs in this stage: Attract the attention of politicians and mass media to issues important to the particular NGO. Cooperate with the candidate to the position of the Prime Minister and political parties (during preparation of the declaration), with ministers of the new Cabinet of Ministers and ministries in preparing and implementing the action plan of the government declaration. Follow the implementation of the tasks undertaken, plan their own activities.
