Mr. President of the Council, Mr. President of the Convention, Ladies and Gentlemen,
Let me congratulate you on the successful conclusion of the Convention. Our joint efforts have led to the project of a new Constitutional Treaty. This project constitutes a good basis for the work in the coming Intergovernmental conference.
I would describe the results of the Convention as well balanced. They were achieved in a democratic and transparent way.
Among the most important accomplishments of the Convention I would like to mention the creation of the Foreign Minister for the European Union. This is a crucial move towards a common foreign policy of the European Union.
Latvia is satisfied with the provision that maintains the principle of rotation in the Council of the European Union. By creating the post of a Council Chairman, better coordination in preparations for the European Union Councils must be ensured.
Finally, it is very important that each country will be able to nominate a Commissioner and that rotation among the commissioners will take place on an equal basis.
The Convention has done its work. Now it is up to us – the Heads of state and government – to take decisions. May our decisions be as balanced as those taken by the Convention!
