Public discussions

In order to encourage public involvement and gather opinions of different social groups, in 2006 and 2007 the State Chancellery organised public discussions regarding its draft European Union Structural Fund planning documents and selection criteria for the European Social Fund projects.

The proposals made or submitted during the public discussions were assessed by the staff of the European Union Structural Funds' Department, and the approved proposals were introduced into draft documents, thus improving the process of the European Union Structural Funds planning and therewith, in future, also the implementation process.

The State Chancellery encourages everyone to take further active participation in the public discussions and submit their proposals, comments or opinions to the European Union Structural Funds' Department.

Partnership is one of the key principles of the European Union Structural Funds planning, implementing, monitoring and assessment. The legislation of the European Union and Latvia provides for encouraging the involvement of non-governmental, regional and social partners in defining the selection criteria for draft European Union Structural Funds planning documents and project applications.

2007

On May 30, 2007, the State Chancellery organised public discussions concerning selection criteria for the European Social Fund project applications; more than 30 representatives of non-governmental organisations, local governments, sectoral associations, social partner organisations, regional European Union Structural Funds information centres, Society Integration Fund and public administration institutions participated in the discussions.

During the meeting the representatives of the State Chancellery's European Union Structural Funds' Department informed about the assistance from the European Social Fund provided to non-governmental institutions, local governments and social partners in building their administrative capacity, as well as acquainted with the selection criteria for project applications.

A discussion took place regarding the experience of non-governmental organisations and local governments, their observations and assessments in obtaining financing of the European Union Structural Funds in the previous programming period for 2004-2006, as well as concerning the changes and improvements to be conducted in the new planning period.

The proposals presented during the public discussion will be evaluated and approved proposals will be taken into consideration in order to elaborate the project selection criteria prior to their approval in the European Union Structural Funds Monitoring Committee.

2006

In November 2006, the State Chancellery organised a public discussion regarding draft measures 4.1. “Better Regulation Policy” and 4.2. “Capacity Building of Human Resources” of the complement to the European Social Fund Operational Programme “Human Resources and Employment”.

The European Union Structural Funds' Department asked potential project applicants and beneficiaries – local governments, non-governmental organisations, social partners and public institutions to express their opinion about draft measures.

Following the receipt of proposals and objections, the State Chancellery on December 19, 21 and 22 organised a conciliation meeting to discuss the presented opinions and reach an agreement on the final edition of the concerned draft documents.
