Priority „Administrative Capacity Building”
In the planning period of the European Union Structural Funds for 2007-2013, the support for administrative capacity building has been expanded. Wherewith the National Strategic Reference Framework 2007-2013 prepared by Latvia, and the operational programme “Human Resources and Employment”, which are the planning documents and determine the priority areas supported by the European Union Structural Funds and main lines of activities, also incorporate a new priority “Administrative Capacity Building”.
Priority “Administrative Capacity Building” embraces the improvement of action policy planning system, assessment of policy impact, reduction of administrative barriers and simplification of legislative regulation, as well as increasing the quality of public services.
Measures
Within the priority framework, the State Chancellery, in capacity of a responsible institution, is in charge of two measures “Better Regulation Policy” and “Capacity Building of Human Resources”; the funding planned for their implementation amounts to 13,161,040 EUR.
Within the framework of the measure “Better Regulation Policy”, the assessment of the impacts of the previously implemented policies in such priority areas as budget and fiscal policy, industrial and service policy, enterprise policy, transport and communications policy, regional policy, public administration policy, higher education, science and innovations, legal policy will be conducted, and, on the basis of the assessment results, the policy planning and implementation system will be enhanced. In addition, the activities for reducing administrative barriers, improving quality of public services and increasing operational quality and efficiency of public administration institutions will be carried out by ensuring particular support to institutions performing tax administration and financial planning, management and accounting, provision of social services at national and regional levels.
In its turn, within the framework of the measure “Capacity Building of Human Resources”, the human resources capacity of public administration institutions and social partners, and non-governmental organisations will be increased, thus promoting training of appropriate human resources for work in public administration institutions and improving the human resource management system of public administration, as well as enhancing cooperation between non-governmental organisations, social partners and public administration institutions.
Activities
Complementary project to the operational programme “Human Resources and Employment”, which is a planning document subordinated to the operational programme “Human Resources and Employment”, lays down implementation of the included measures, activities and sub-activities.
The implementation of sub-activities is planned as:
· an open tender procedure (OTP) – an equal competition between the applicants of the projects financed by EU funds prevails for approval of the application and allocation of European Union funds;
· a restricted tender procedures (RTP) – a restricted circle of applicants invited to submit their project applications of projects financed by EU funds is previously known. In this case, all applications for projects financed by EU funds meeting the project selection criteria for projects financed by EU funds are approved and financed.
