In the new planning period of the EU Structural Funds for 2007-2013 the Cabinet of Ministers has assigned new tasks to the State Chancellery defining that the Chancellery is one of the intermediary institutions for the administration of the European Social Fund.
The functions of the intermediary institution are fulfilled by the responsible institution or by this institution in cooperation with the liaison body. Within the State Chancellery the responsible body is the European Union Structural Funds' Department but the liaison body is the Society Integration Fund.
The European Union Structural Funds' Department was formed on 20 October 2006 in order to ensure separation of the functions assigned to the State Chancellery as a responsible institution from other functions of the State Chancellery.
According to its competence of an intermediary institution the European Union Structural Funds' Department shall: take part in the process of drafting policy planning documents and legal acts; formulate the criteria for assessment of tender applications for projects financed by the EU funds and the conditions for introduction of open tender procedures and restricted tender procedures; present opinions on policy planning documents and legal acts drafted by other public administration institutions; plan funding necessary for the measure “Better Regulation Policy” and for the measure “Capacity Building of Human Resource”; provide supervision of the measure “Better Regulation Policy” and for the measure “Capacity Building of Human Resource”; ensure information and publicity measures in cooperation with the Communication Department.
On 14 September 2007 the Department of the European Union Structural Funds of the State Chancellery and the Society Integration Fund concluded an agreement on cooperation in the administration of the European Social Fund. The agreement stipulates the rights and obligation of the institution in charge and the cooperation institution in the administration of the European Social Fund’s Operational Programme „Human Resources and Employment” and activities under the measures measure “Better Regulation Policy” and “Capacity Building of Human Resource” of the supplementary priority “Administrative Capacity Building”.
According to its competence of an intermediary institution the Society Integration Fund shall: provide selection and assessment of tender applications for projects financed by the EU funds; provide management of the implementation of projects financed by the EU funds, contracting activities and supervision of contract implementation; perform control activities in sites of the projects financed by the EU funds; provide verification and approval of payment requests, as well as preparation of tasks declarations;
Ensure information and publicity measures on the activities under the projects financed by the EU funds.
