On December 14-15, Aigars Kalvītis, Prime Minister of the Republic of Latvia, participated in European Council meeting in Brussels. The focus of the meeting was on the enlargement of the European Union (EU), negotiations with Turkey, development of the Common Space of Freedom, Security and Justice, migration and improved decision making, foreign policy, innovations, energy issues and climate change.
The European Council adopted a decision to proceed with the negotiations with Turkey. The Heads of State and Government of the EU Member States reached and agreement to freeze eight chapters of the accession negotiations related to the customs union until Turkey does not comply with its obligation under the Additional Protocol of the EU-Turkey Association Agreement (Ankara Agreement) signed in June 2005.
The European Council also discussed the future enlargement of the EU. The Heads shared the opinion that a pre-requisite for further EU enlargement is improved efficiency of the EU institutions and enhanced funding schemes. The European Council supported the Enlargement Strategy designed by the European Commission which marks some future perspective for the countries looking forward to their integration into the EU.
The meeting also addressed justice and home affairs. An agreement was reached on improvement of the decision-making process in these fields. It was also decided to further develop a comprehensive European migration policy, including legal migration. The decisions adopted at European Council meeting are in line with the relevant Latvia’s positions.
Prime Minister Aigars Kalvītis will return in Latvia late in the evening on December 15.
