Today, at the meeting of the State Secretaries the State Chancellery announced the draft Basic Principles for Development of the Policy Planning System. The main purpose of the Basic Principles is to make more simple, transparent and efficient the policy planning and coordination system, which would promote the overall national development in medium and long term. Following the instruction of Prime Minister Aigars Kalvītis, the State Chancellery already from beginning of this year is working towards improving the policy planning, coordination and implementation system, as well as assessing the existing planning documents. The new Basic Principles provide a stricter hierarchy of planning documents, mutual linking of national, international and local-government planning documents, and also outline the link between policy planning and budget formation. Particular attention is paid to the need to improve both the quality of policy planning process and also the procedure for reporting on implementation of planning documents and achieved results. It is planned that on the basis of solutions included in the Basic Principles a Development Planning System Law will be drafted. The timeframe of operation of the Basic Principles is 2007-2013, which corresponds with the timeframe of other documents important for Latvias development the National Development Plan and the National Strategic Framework Document. In order to coordinate and oversee the implementation of planning documents that are most important for national development, it is planned to establish a National Development Council chaired by the Prime Minister and comprised of representatives from all levels of public administration, social partners, local governments, scientists and non-governmental organizations. It is also planned to create a common system of state-financed research studies to ensure more efficient use of existing resources and prevent overlapping. All research papers will be published in the Research and Publication Database on the Internet homepage of the Cabinet of Ministers. The Basic Principles for Development of the Policy Planning System were prepared by a working group established by an order of the Prime Minister, and in the working group participated not only representatives from various ministries, but also the non-governmental sector and academic community.
