On September 30, the Latvian State Commission on Establishment of the Number of Victims and Locations of Mass Graves of the Totalitarian Communist Occupation Regime of the USSR, Collection of Information about Repressive Measures and Mass Deportations and Calculation of Losses Inflicted on the Latvian Nation (further in the text âÀ“ the Commission) convened for its regular meeting. Members of the Commission discussed experience of Lithuania and Estonia in performing similar tasks and their methods of studies and calculations. The Commission visited Estonia on September 15 and Lithuania on September 23. Estonian and Lithuanian colleagues have expressed readiness to cooperation with the Latvian Commission. The Lithuanian side also offered microfilms obtained from RussiaâÀ™s archives, which might contain information valuable for Latvia. Participants of the meeting concluded that, though Lithuania and Estonia have been examining losses inflicted by the Soviet occupation since 1990s, from the legal point of view, the Baltic States are in a similar position since both Estonia and Lithuania have not finished their work on calculations. Member of the Commission discussed studies of Prof. Modris Å mulders and other authors, considered the possible data sources for calculation of losses and agreed that it is necessary to collect and examine information and data already available. The Commission agreed on the necessity to establish a database of the repressed persons based on resources of the State Archives of Latvia. The Commission discussed the report to be submitted to the Cabinet of Ministers in the beginning of November and agreed that the report would contain on the planned activities and funding required for studies and calculations. Finally, participants of the meeting agreed that every member of the Commission would present his/her proposals on matters addressed in the report.
