1st International Summer Public Management Institute to take place

On July 25-29, in Sigulda, the 1st International Summer Public Management Institute will take place organized by the State Chancellery, School of Public Administration, Vidzeme University College, and Stockholm School of Economics in Riga, with the support of the United States Embassy, British Council, Soros Foundation, Local Government Institute, SIGMA, Ministry of Foreign Affairs, and United Nations Development Programme.

80 representatives of public administration institutions will participate in the event 30 from Latvia and 50 from Estonia, Lithuania, the Czech Republic, Belarus, Moldova, Ukraine, Georgia, Armenia, Azerbaijan, and Turkey.

The aim of the Summer Institute is to improve the performance of public administration in budget planning, deepen the understanding of public management and promote cooperation among public administration officials in the region.

The main topic of this years Summer Institute is strategic budgeting. During the course, attention will be paid to questions concerning result-oriented budget planning, instruments for ensuring efficient planning and management of policy programmes, indicators for assessing budgeting performance, human resources and institutional issues in budgeting, as well as the role of ethics of public administration in building strategic budgeting capacity.

Participants of the intensive training course will share their experience, discuss topical issues of public management, hear the lectures of world-acknowledged academics, see presentations on good-practice and practical analysis.

The International Summer Institute will be opened with a welcoming speech by Gunta Veismane, Director of the State Chancellery, and Dr. Julia Melkers from the University of Illinois at Chicago. Lectures will be given by distinguished researchers and academics one of the leading scientists in the field of state budget and finance Dr. Barry Bozeman from Georgia Institute of Technology, Dr. Philip Joyce from George Washington University, Dr. Raymond Rosenfeld from Eastern Michigan University, and Dr. Aidan Rose from London Metropolitan University.

Leading officials of Latvian public administration Una Klapkalne, Deputy Director of State Chancellery for Policy Planning and Coordination Affairs, and Baiba Pētersone, Deputy Head of Policy Coordination Department of State Chancellery, will share their experience in strategic management and planning of budget. Presentations at the Summer Institute will also be given by Agita Kalviņa, Director of British Council in Latvia, Lolita Čigāne from the Centre for Public Policy Providus, Nellija Ločmele, editor of Internet portal politika.lv, and representatives of Latvian and Hungarian universities. The working language at the Summer Institute will be English.

On Wednesday, July 27, at 5:00 p.m., in Hotel Bergs (Glass Hall, 5th floor), Artis Pabriks, Minister for Foreign Affairs, will hold a reception for the participants of the 1st International Summer Public Management Institute. During the reception, representatives of mass media will have the opportunity to meet and interview the participants, as well as take pictures and videos of the event.
